Municipal Tax Program

The Parking Network’s experience and successful industry reputation have allowed us to transfer key elements of our review programs to assist the cities of Los Angeles, CA. and Miami, FL. in their Municipal Tax Programs. Our parking tax program was developed in 2000 and is still the only program in the country designed specifically to audit parking tax collections for a large city.

When TPN took over the program for the City of Miami, the program was grossing approximately $9 million annually. By the end of the first year of the program, we had increased this collection to approximately $12 million annually, a 33% increase. By the end of the first year of operations, TPN had inventoried public parking facilities in the whole city of Miami and had identified all of the locations non-reporting and the locations under-reporting their parking tax revenue collected.

The Parking Tax Discovery program developed by TPN for the City of Los Angeles was a modification of the Miami program to accommodate the needs of a large city. The City of Los Angeles has approximately 2,000 parking locations and covers 469 square miles. When TPN started the City of Los Angeles Parking Tax Discovery Program, the 10% tax was producing just $58 million annually. Three years into the program, TPN increased that tax revenue to $92 million, a 59% increase. With the recession, that number dipped to $85 million and is continuing to climb every year toward the $92 million high. This represents the highest percentage increase in any tax revenue category in the City. TPN outperformed sales tax and even the gasoline tax during the last seven years in terms of revenue growth.

TPN has the only program designed specifically for the rigorous requirements of managing a parking tax audit program. The development of this program required us to create database requirements, search requirements, evaluation requirements, document requirements, and a special set of audit procedures designed specifically for the task of reviewing every public parking operation in the entire city. Proven to work in two major cities, our process and experience are easily transferable to any city looking to increase parking tax revenue collected.
